SIX ARRESTED FOLLOWING DRUG TRAFFICKING INDICTMENT

Hammond, IN—The United States Attorney’s Office today announced the indictment of six individuals:

Kevin Carter, a/k/a “Chocolate”, 35, of Schererville, Indiana Robert James Davis, a/k/a “Moose”, 35, of Gary, Indiana Henry Carter, a/k/a “Big Boy”, 40, of Gary, Indiana Ernest Williams, 32, of Merrillville, Indiana Lawrence C. Kemp II, a/k/a “Lonnie,”“Elbow”, 28, of Gary, Indiana Marvin Blissett, a/k/a “Dahmer”, 53, of Gary, Indiana

The indictment alleges that between January, 2002 and April 15, 2007, Kevin Carter, Robert James Davis, Henry Carter, Lawrence Charles Kemp II and Marvin Blissett conspired to possess with intent to distribute and distribute over five (5) kilograms of cocaine, over fifty (50) grams of crack cocaine and a quantity of marijuana.

In addition, Kevin Carter is charged with one count of distributing over fifty (50) grams of crack cocaine, five counts of use of a telephone in furtherance of a federal narcotics crime, and four counts of money laundering.

Robert James Davis is also charged with one count of distributing over fifty (50) grams of crack cocaine, one count of distributing over five (5) grams of crack cocaine, three counts of distributing a quantity of crack cocaine, and eight counts of use of a telephone in furtherance of a federal narcotics crime.

Henry Carter is also charged with one count of distributing over fifty (50) grams of crack cocaine, one count of distributing a quantity of cocaine, and five counts of use of a telephone in furtherance of a federal narcotics crime.

Ernest Williams is also charged with three counts of distributing over five (5) grams of crack cocaine, and one count of distributing a quantity of cocaine.

Lawrence C. Kemp II is also charged with one count of distributing over five (5) grams of crack cocaine, three counts of use of a telephone in furtherance of a federal narcotics crime, one count of use of a firearm in furtherance of a drug trafficking crime and in furtherance of a federal crime of violence, and one count of attempted murder of an informant.

The indictment seeks forfeiture of Kevin Carter’s residence located at 7612 Foxwood Drive, Schererville, in addition to a 2001 Mercedes Benz S500V, a 2005 Bentley Continental GT, a 2005 Cadillac Escalade EXT and a 2007 American Ironhorse Texas Chopper Motorcycle all belonging to Kevin Carter.

This case is part of an extensive, multi-year investigation directed by the Drug Enforcement Administration HIDTA Initiative, United States Attorney’s Office and Internal Revenue Service, with assistance from the police departments of Gary, Schererville, Hobart, East Chicago, Merrillville, Munster, Griffith, Dyer, Hammond, and the Federal Bureau of Investigation.

Kevin Carter, Robert James Davis, Henry Carter, Lawrence C. Kemp II and Marvin Blissett are in custody and are scheduled to have their first appearance before United States Magistrate Judge on January 25, 2008. The first appearances for Robert James Davis and Ernest Williams are scheduled for January 28, and 29, respectively.

These cases have been assigned to and will be prosecuted by Assistant United States Attorneys David J. Nozick and Joshua Kolar.

The specific sentence in each case to be imposed upon conviction will be determined by the judge after a consideration of federal sentencing statues and the Federal Sentencing Guidelines.

The United States Attorney’s Office emphasized that an Indictment is merely an allegation and that all persons charged are presumed innocent until proven guilty in court.
