LOUISVILLE WOMAN AND MAN INDICTED FOR THEFT AND FALSE STATEMENTS
– Woman and man charged with defrauding HUD
LOUISVILLE, KY - Acting U.S. Attorney Candace G. Hill of the Western District of Kentucky announced today that a federal grand jury in Louisville returned an indictment on June 2, 2009, against Ruth Ann Tilford, age 44, and Andre Tolley, age 32, both of Louisville, Kentucky, on charges of conspiracy, theft and making false statements.
The Indictment alleges that between 2005 through 2008, Tilford and Tolley conspired together to receive housing assistance they were not entitled to receive. As a part of the conspiracy, Tilford and Tolley made false statements to the Department of Housing and Urban Development. As a result, Tilford received housing assistance benefit valued at over $25,000.
In the event of a conviction, the maximum potential penalties are 20 years’ imprisonment, a $750,000 fine, and supervised release for a period of up to 3 years.
The case is being prosecuted by Assistant United States Attorney Lettricea Jefferson-Webb, and it was investigated by the Department of Housing and Urban Development, Office of the Inspector General.
Tilford and Tolley are both scheduled to appear for arraignment before the United States Magistrate Judge today, in Louisville, Kentucky.

The indictment of a person by a Grand Jury is an accusation
only and that person is presumed innocent until and unless
proven guilty.
