TWO CHARGED WITH MANUFACTURING METHAMPHETAMINE
BOSTON, MA - Two Andover men were charged today in federal court with manufacturing methamphetamine in a clandestine, residential lab in Andover, Massachusetts.
United States Attorney Michael J. Sullivan, Steven W. Derr, Special Agent in Charge of the Drug Enforcement Administration - Boston Field Division and Chief Brian J. Pattullo of the Andover Police Department announced today that JAY KEOUGH, age 42, and RYAN EMMET, age 31, both Andover, were charged in a criminal Complaint with conspiracy to manufacture methamphetamine.
The Complaint alleges that KEOUGH and EMMET manufactured methamphetamine in a clandestine lab located in the residence at 487 Lowell Street in Andover. It is alleged that KEOUGH and EMMET obtained ephedrine, one of the main chemical components of methamphetamine, by distilling the chemical from pseudoephedrine pills/tablets that the two purchased at various pharmacies in Massachusetts and New Hampshire. On March 25, 2009, federal agents and local police officers executed a federal search warrant at the residence on 487 Lowell Street and discovered the methamphetamine lab.
If convicted on these charges, KEOUGH and EMMET each face up to 20 years imprisonment, to be followed by 3 years of supervised release and a $ 1,000,000 fine.
The case was investigated by the Drug Enforcement Administration and the Andover Police Department. It is being prosecuted by Assistant U.S. Attorney Michael Crowley of Sullivan’s Major Crimes Unit.
The details contained in the Complaint are allegations. The defendants are presumed to be innocent unless and until proven guilty beyond a reasonable doubt in a court of law.
