PROJECT SAFE NEIGHBORHOODS




The United States Attorney’s Office administers and promotes the Project SafeNeighborhoods (PSN) initiative sponsored by the Department of Justice. Under the auspices of the Maryland Project Safe Neighborhoods Task Force, these initiatives are having a state-wide impact.

An Assistant United States Attorney (AUSA) coordinates the prosecutorial efforts of Project Safe Neighborhoods within the District of Maryland and
is primarily responsible for ensuring that the District’s partnering state prosecutor offices have access to federal prosecutorial resources for gun cases. The U.S. Attorney’s Office (USAO) provides assistance to state prosecutors in reviewing and identifying gun cases that are eligible for federal prosecution – pursuant to the referral procedures established by the office. AUSAs work directly with local PSN Task Force personnel and prosecutors in reviewing potential prosecutions.

The U.S. Attorney’s Office’s Community Specialist oversees the administration of the
grants awarded under Project Safe Neighborhoods: drafting and issuing requests for proposal (RFP) to local jurisdictions to establish local Project Safe Neighborhoods Initiatives; and administering the grant review and selection process. The USAO Community Specialist chairs the Maryland Project Safe Neighborhoods Task Force Meetings, which focus upon local program development and general technical assistance. Finally, the USAO provides technical assistance to individual grantees regarding program development, training, media outreach and grant monitoring issues.

The primary goal of Maryland’s PSN effort in FY 2004 was to continue and expand upon
the operation of the state-wide Task Force and the establishment of local PSN initiatives. PSN funding has provided financial resources to four jurisdictions within the state:Baltimore City, Baltimore County, Prince George’s County and Wicomico County. In Prince George’s County and Wicomico County, direct funding was provided for state prosecutors to serve as firearms prosecutors. The individuals serving as firearms prosecutors within these jurisdictions also serve as the lead person for that jurisdiction’s local PSN Task Force operation.
