
Six Arrested on Federal Drug Charges

Portland, Maine: United States Attorney Thomas E. Delahanty II announced today the arrests
of six defendants in connection with a federal oxycodone trafficking investigation in Southern
Maine. Five were indicted last week by a federal grand jury sitting in Portland on the following charges:

A sixth defendant, Donald Blow, of Biddeford, age 31, was arrested pursuant to a warrant
issued in connection with a criminal complaint alleging conspiracy to acquire drugs by
deception. According to the complaint, Blow obtained 180 30-mg oxycodone pills from a pharmacy in
Westbrook, Maine by submitting a fraudulent “Official New York State Prescription” purportedly written
by a doctor in Bronx, New York. Blow had never been a patient of the doctor.
The charges of possession with intent to distribute oxycodone and attempted possession with
intent to distribute oxycodone carry a maximum sentence of 20 years in prison. The charges of
acquiring drugs by deception, attempt to acquire drugs by deception, and conspiracy to acquire drugs by
deception carry a maximum sentence of four years in prison. The defendants also face a fine and a
period of supervised release on each charge.
The case was investigated by the U.S. Drug Enforcement Administration, with the assistance of
the Biddeford and Saco Police Departments and the York County Sheriff’s Office.
A criminal complaint or indictment is merely an accusation, and a defendant is presumed
innocent unless proven guilty in a court of law.
