former goldsboro housing authority director pleads guilty to federal charge

NEW BERN - United States Attorney Thomas G. Walker announced that in federal court yesterday JIMMIE LEWIS FARMER pled guilty before United States District Judge Louise W. Flanagan to making material false statements, in violation of Title 18, United States Code, Section 1001. The charge pertains to his failure to disclose his ownership of stock in Progress Energy on a conflict of interest questionnaire while handling the bidding and administration of the Progress Energy contract for the Goldsboro Housing Authority.

     The May 17, 2012, Superseding Indictment alleges that FARMER, 59, was the Director of Development and Safety for the Goldsboro Housing Authority (GHA).  As the Director of Development, FARMER was obligated to ensure that GHA and its employees complied with the regulations and policies of United States Department of Housing and Urban Development (HUD) and GHA relating to construction and renovation work for GHA. 

The investigation revealed that FARMER was involved in securing sole source contracts for Progress Energy and was directly involved in the administration of the contracts.  FARMER, who owns shares of Progress Energy, executed a conflict of interest document on January 11, 2012, failing to disclose this ownership interest, which HUD forbids.
At sentencing, FARMER faces up to five years imprisonment.

Investigation of this case was conducted by the Federal Bureau of Investigation and the Wayne County Sheriff’s Office.  Assistant United States Attorney William M. Gilmore prosecuted the case.
