June 27, 2007 - United States Attorney Patrick L. Meehan and Philadelphia District Attorney Lynne Abraham today announced the filing of an Indictment* against Clifford White and Wayne Briggs, charging them with conspiracy to possess with intent to distribute cocaine and cocaine base (“crack”) and with possession with intent to distribute cocaine and cocaine base (“crack”). According to the four-count indictment, the men engaged with one another to possess with intent to deliver more than a kilogram of cocaine and nearly half a kilogram of “crack” cocaine, which was harbored at a self-storage facility located in the 2200 block of South 62nd Street. Additionally, Clifford White is charged with possession with intent to deliver 15 grams of cocaine and nearly 6 grams of “crack” cocaine, which was seized during a police “Live Stop” operation on May 27, 2005, at 62nd and Passyunk Avenue, where Clifford White was apprehended for ignoring traffic signals while operating a car at high speed.

If convicted of all charges, defendants White and Briggs face a mandatory twenty (20) years up to life in prison, plus a $8,000,000 fine and $400 special assessment.

The case was investigated by the Philadelphia Police Department, the Drug Enforcement Agency and the Philadelphia District Attorney’s Office under an initiative in which offenders are identified for prosecution in federal court, where the penalty upon conviction is likely to be significant. The case has been assigned to Special Assistant United States Attorney Joseph Whitehead, Jr.
