May 11, 2007 - United States Attorney Patrick L. Meehan today announced the filing of an indictment* against Oscar Monegro, a/k/a “Jose Figueroa,” a/k/a “Javier Rivera,” Franklyn Sanchez, and Wilson Rondon. According to the indictment, Monegro and Sanchez conspired with others in New York and the Dominican Republic to distribute and to possess with the intent to distribute one kilogram or more of heroin that the conspirators were imported from the Dominican Republic into the United States. Additional charges of distribution of heroin in Philadelphia by Monegro are included in the indictment, as are charges of possession with intent to distribute heroin in Philadelphia by Rondon and others. Sanchez is also charged with illegally reentering into the United States after deportation.

If convicted, Monegro and Sanchez face maximum possible sentences of life imprisonment, a mandatory minimum sentence of 10 years imprisonment. Monegro also faces a $17,000,000, fine, at least five years supervised release, and a $1,300 special assessment. Sanchez also faces a $4,250,000 fine, at least five years supervised release, and a $200 special assessment. Rondon faces a maximum possible sentence of 40 years imprisonment, a mandatory minimum sentence of five years imprisonment, a $2,000,000 fine, at least five years supervised release, and a $100 special assessment.

The case was investigated by the United States Department of Justice, Drug Enforcement Administration, and the Department of Homeland Security, Immigration and Customs Enforcement, and has been assigned to Assistant United States Attorneys Anita Eve and Melanie E. Babb.
