July 17, 2007 - United States Attorney Patrick L. Meehan and Philadelphia District Attorney Lynne Abraham today announced the filing of a three-count indictment* charging that Arthur Gram, a/k/a “Arthur Graham,” on March 27, 2007, was a convicted felon who possessed a firearm in Philadelphia after having been convicted of a crime punishable by more than one year in prison, that he possessed cocaine base (“crack”) with intent to distribute, and that he possessed a firearm in furtherance of a drug trafficking crime.

If convicted the defendant faces a statutory maximum sentence of life imprisonment, including a mandatory minimum of term of imprisonment of five years, a $2,500,000 fine, at least six years up to lifetime supervised release, and a $300 special assessment.

This case was investigated by the Philadelphia Police Department and the Bureau of Alcohol, Tobacco, Firearms, and Explosives. This case is part of Project Safe Neighborhoods, a federal initiative designed to identify and prosecute firearms offenders in federal court, where the defendant is likely to receive a substantial sentence upon conviction. The case has been assigned to Special Assistant United States Attorney William L. Inden.
