Case Summary:
On February 24, 2009, the United States filed a civil complaint, stipulation, and consent decree in this case. According to the civil complaint and stipulation filed in federal court the United States was voluntarily informed by Moran that individuals known to Moran, who was then the Prothonotary for Luzerne County, Pennsylvania, allegedly attempted, without Moran’s full knowledge and consent, to use Moran to facilitate frauds committed by these other individuals, frauds which deprived the people of Luzerne County of their right to the honest services of these other individuals.
Under the terms of the complaint and stipulation, in lieu of other action in this matter, Moran has agreed to take steps to prevent others from committing fraud of this type in the future by: 1) continuing to truthfully cooperate with authorities, 2) resigning her position as prothonotary, and 3) consenting to the entry of an order providing such equitable relief as is warranted to prevent any further injury to the United States or any other persons or class of persons, an order which Moran understands would be punishable as a contempt of court if willfully violated.
On February 20, 2009 Moran submitted her resignation as Prothonotary to Governor Rendell. That resignation is effective March 13, 2009.
