Dulce Donovan

Dulce Donovan, Chief, Civil Division. Ms. Donovan graduated from Bates College and Cornell Law School. She began her legal career as a staff attorney for Westchester Legal Services in White Plains, New York. In 1995, she began a two-year clerkship for the Honorable Sylvia H. Rambo, United States District Judge for the Middle District of Pennsylvania. After her clerkship, Ms. Donovan joined the United States Attorney's Office for the Middle District of Pennsylvania in the Civil Division. In 2001, she returned home to Rhode Island and joined our Office as a criminal prosecutor. Since then she has prosecuted criminal cases, focusing primarily on white collar prosecution, and has defended the United States, its agencies and employees in civil actions.

As Civil Chief, she overseas all of the civil litigation in the office while maintaining an active civil and criminal case load.
