Rapid City Woman Arraigned on Charge of Social Security Representative Payee Fraud

U.S. Attorney Brendan V. Johnson announced that a woman has been indicted by a federal grand jury for Social Security Representative Payee Fraud.

Barbara Sibylle Norris, a/k/a Barbara Sibylle Hildebrandt, age 65, of Rapid City, was indicted by a federal grand jury on December 21, 2010, for Social Security Representative Payee Fraud. She appeared before U.S. Magistrate Judge Veronica L. Duffy on December 28, 2010, and pled not guilty to the indictment. The maximum penalty upon conviction is 5 years of imprisonment and/or a $250,000 fine. The charge is merely an accusation, and Norris is presumed innocent until and unless proven guilty.

The investigation is being conducted by the Social Security Administration, and Assistant U.S. Attorney Carolyn Olson is prosecuting the case. Norris was released on bond pending trial. A trial date has not yet been set.
