FORMER PLANO CFO APPEARS IN FEDERAL COURT ON CRIMINAL COMPLAINT
PLANO, Texas – U.S. Attorney John M. Bales announced today that a former Plano CFO has been named in a criminal complaint alleging federal income tax violations in the Eastern District of Texas.
DULCINEA ANNETTE HANSARD made an initial appearance today before U.S. Magistrate Judge Don D. Bush in response to a Criminal Complaint filed on behalf of the U.S. Attorney's Office.
According to the complaint and affidavit, from 1998 through 2008, Hansard worked for Ameriplan Corporation as an accountant, becoming the Chief Financial Officer during her last year of employment. Ameriplan Corporation is a discount medical plan organization that operates in Plano, Texas. Hansard was responsible for making cash deposits and withdrawals on behalf of Ameriplan Corp. and had control over the company's finances. It is alleged that Hansard embezzled funds from her employer for her personal benefit and without her employer's knowledge or consent. Hansard is alleged to have submitted individual income tax returns for tax years 2003 through 2007 which failed to include the proceeds of her illegally derived embezzlement income. To facilitate the scheme, Hansard is alleged to have made illegal structured transactions of embezzled funds into her personal bank accounts.
This case is being investigated by the Internal Revenue Service – Criminal Investigations and prosecuted by Assistant U.S. Attorney Andy Williams.
A complaint is not evidence of guilt. All defendants are presumed innocent until proven guilty beyond a reasonable doubt in a court of law.
