LOCAL ATTORNEY INDICTED FOR POSSESSION AND DISTRIBUTION OF CHILD PORNOGRAPHY

(VICTORIA, Texas) –  An 11-count sealed indictment charging local attorney Stephen Jabbour, 57, with possession and distribution of child pornography was unsealed this morning following Jabbour’s arrest at his Victoria, Texas, law office, United States Attorney José Angel Moreno announced today.

Jabbour was arrested today by agents of Immigration and Customs Enforcement - Homeland Security Investigations (ICE-HSI) without incident. He is scheduled to appear before U.S. Magistrate Judge Janice Ellington in Corpus Christi at 2:00 p.m. today at which time the United States will urge its motion to detain him without bond pending trial.  

A Victoria grand jury returned the 11-count indictment on Aug. 19, 2010, charging Jabbour with seven counts of distributing child pornography via the Internet including videos depicting sexually explicit conduct with minors and four counts of possessing child pornography between June  2009 and January 2010.

The investigation leading to the indictment is the result of an investigation conducted by ICE-HSI as part of Operation Predator. The prosecution is part of Project Safe Childhood, a nationwide initiative to combat the growing epidemic of child sexual exploitation and abuse launched in May 2006 by the Department of Justice. Led by United States Attorneys’ Offices and the Criminal Division’s Child Exploitation and Obscenity Section, Project Safe Childhood marshals federal, state and local resources to better locate, apprehend and prosecute individuals who exploit children via the Internet, as well as to identify and rescue victims. Assistant U.S. Attorney Lance Duke is prosecuting the case.

Indictments are formal accusations of criminal conduct, not evidence.
A defendant is presumed innocent unless and until convicted through due process of law.
