I. Description: The U.S. Attorney’s Office for the Eastern District of Virginia, Alexandria, Virginia wishes to obtain program support and administrative services for the training of emergency medical first responders, their continued certification, maintenance of essential medical equipment, and certified medical sponsorship by an individual with a current Medical Doctorate degree.

II. Scope of Work: Contractor will:

a. Provide medical sponsorship for the Eastern District of Virginia, Emergency Medical Responder Program. Medical sponsorship must be performed by a currently practicing and licensed individual with a Medical Doctorate degree. The contractor will provide ample documentary proof of medical degree and his/her acknowledgment to serve in this capacity.

b. Contractor will provide oversight of all existing medical equipment used in the program and located in Alexandria, Richmond, Norfolk and Newport News offices. This will include:

b.1. Replacement of all AED (Automated External Defibrillator) batteries within 24 hours of notification that replacement is necessary.

b.2. Quarterly inventory of all First Responder medical bags to ensure they carry all required items. All items with expiration dates will be checked. If any item will expire before the next quarterly inspection, the bag holder and the USAO Program Manager will be advised so that replenishment or restocking can be accomplished in a timely fashion.

b.3. Portable oxygen units will be examined to ensure that all regulators are functioning properly and oxygen bottles are maintained at required levels.

b.4. Provide expert advice on medical training issues, treatment protocols and other matters dealing with the oversight and operation of a First Responder Program.

c. The contractor will provide the following annual training:

c.1. A minimum of one initial 40-hour First Responder course per year for all agencies and offices participating in the program provided that a minimum of eight (8) and a maximum of twelve (12) students will be in attendance. The time and location will be determined by the USAO Program Manager and the contractor. Completion of this course and successful testing will lead to certification by the Virginia Department of Health. Certification of attendance will be provided to each attendee by the contractor.

c.2. A total of four (4) quarterly training sessions each year at one of three locations (Alexandria, Richmond and Norfolk). Each of these sessions will follow the syllabus provided by the USAO Program Manager. The syllabus used will be based on the CE (Continuing Education) requirements specified on the Virginia Department of Health website, www.vdh/state.va.us. Attendance at all four quarterly training sessions, during a 4-year period of certification will allow attendees to obtain the required eighteen (18) hours of CE credit and allow re-certification by the Virginia Department of Health without retesting.

c.3. One CPR (infant, child and adult) certification/re-certification course for twenty-five (25) attendees. Each course will meet the current requirements of the American Heart Association and Virginia Department of Health. Certification of attendance will be provided to each attendee by the contractor.

d. The contractor will perform the following training documentation functions:

d.1. Maintain an accurate record of attendance at all training sessions.

d.2. Report all certified training to the Virginia Department of Health.

d.3. Advise the USAO Program Manager of all CE credits earned within one week of completion.

d.4. Maintain and issue updates to the EDVA First Responder Continuing Education Report as specified by the USAO Program Manager.

d.5. Prepare and update medical protocols for use by all First Responders and provide
copies to all responders. This can be accomplished by issuing hard copies or by sending them to each responder in electronic format.

III. Qualifications and Experience: The contractor will provide:

a.1. A brief summary of the administrative capacity within its company to fulfill the administrative and support functions specified in the statement of work. Indicate the number of full or part time individuals that can be devoted to these functions.

a.2. A brief summary depicting the certification level of all individuals to be used as instructors and their qualification and experience.

a.3. List three (3) or more reference clients which can be contacted to provide information relative to your company’s performance for services rendered.

a.4. Certify that all employees engaged in providing services to the government are legal residents or citizens of the United States of America.

IV. Facility Access.

a. Ingress and Egress. During the life of this contract, the rights of ingress to and egress from Department of Justice facilities and offices for the Contractor’s representatives shall be made available as required. During all operations on Government premises, the Contractor’s personnel shall comply with the rules and regulations governing the conduct of personnel and the operation of the facility or office.

b. Building Access Passes. When any Contractor personnel enter a DOJ building for the first time, the Contractor must notify the COTR in advance and provide the full name, social security number, date of birth, point of contact (POC), POC telephone number, date and purpose of visit in order to obtain approval for escorted access. The COTR will request an NCIC check be made on each individual.

c. NCIC Responses. If an individual’s NCIC search produces a history of felony arrest or other information deemed by the Government to be derogatory in nature, the individual will not be granted access to a DOJ facility or office. Additionally, this individual shall not be allowed to participate in the performance of services under this contract.

V. Responses: Please ensure your response addresses each of the items specified in the statement of work and qualifications and experience portions of this request for quotation. The selection process used to evaluate and select the successful quotation will be based on the following:

a. Price reasonableness

b. Technical ability to comply with the full scope of work outlined in the quotation.

c. Administrative capability to perform the requirements outlined in the quotation.

d. Completeness and accuracy of quotation (see II.a ; III. a.1; III. a.2; III. a.3 and III. a.4, inter alia)
