In May 2011, a confidential informant told law enforcement agents that the defendant was a large supplier of marijuana to the Madison area. On June 13, 2011, the the confidential informant met with the defendant in downtown Madison in order to exchange $50,000 for a large quantity of marijuana. At the conclusion of the investigation, law enforcement agents concluded that Xhixha delivered approximately 800 pounds of marijuana to the Madison area. Agents estimated the street value of the marijuana at approximately $2 million.

The prosecution of the case has been handled by Assistant U.S. Attorney David J. Reinhard.
