Complaint filed against monroe businessman alleging violations of false claims act
Madison, Wis. - John W. Vaudreuil, United States Attorney for the Western District of Wisconsin, announced the filing of a complaint alleging that Anthony R. Anglin and Anglin Transport Services, Inc., formerly of Monroe, Wis., violated the False Claims Act.
The complaint alleges that Anglin Transport, a Medicaid transportation service provider owned by Anthony Anglin, submitted false claims to the Wisconsin Medicaid Program. The complaint further alleges that Anthony Anglin used the Medicaid Program proceeds for the benefit of another company owned and operated by him - Anglin LLC - making Anglin LLC responsible for damages. Under the False Claims Act, the United States is entitled to triple damages, and up to $11,000 for each false claim.
Anglin Transport was a Specialized Medical Vehicle (SMV) Transportation provider for the Wisconsin Medicaid Program from 2006 through 2010. SMV Transportation is a type of service available to certain Medicaid recipients for transportation to and from Medicaid-covered services. An SMV Transportation provider can also transport a Medicaid recipient by cot or stretcher under certain circumstances, and Medicaid will pay a higher reimbursement rate for such services.
The complaint alleges that Anglin Transport, through Anthony Anglin, submitted claims for transportation when in fact no Medicaid recipients were transported to Medicaid-covered services. The complaint also alleges that Anthony Anglin submitted claims for transportation by cot or stretcher when in fact no Medicaid recipients were transported by cot or stretcher. As a result of these claims, the complaint alleges that Medicaid overpaid Anglin Transport approximately $1.5 million for claims submitted from 2006 through 2010, and further alleges that Anthony Anglin subsequently used the proceeds obtained from the Medicaid Program for the benefit of himself, his acquaintances, and his other company, Anglin LLC.
The complaint is the result of an investigation conducted by the U.S. Department of Health and Human Services' Office of Inspector General and Wisconsin’s Medicaid Fraud Control and Elder Abuse Unit. The prosecution of this case is being handled by Assistant U.S. Attorneys Antonio M. Trillo and Heidi L. Luehring.
