Ohio Resident Enters Plea to Distribution of
“Crack” Cocaine within 1,000 Feet of Riverview Towers
WHEELING, WEST VIRGINIA - A 32 year old Cleveland, Ohio, resident entered a plea of guilty on October 28, 2009, in United States District Court in Wheeling before Judge Frederick P. Stamp, Jr.
Acting United States Attorney Betsy C. Jividen announced that DARWIN DWAYNE HUTCHINS entered a plea of guilty to one count of distribution of “crack” cocaine within 1,000 feet of Riverview Towers on February 25, 2009.
The five-month investigation into the distribution of “crack” cocaine in North Wheeling and on Wheeling Island by out-of-state groups from the Cleveland and Detroit areas began in January of 2009. As part of the investigation, agents made four controlled buys involving HUTCHINS who, as part of his plea, admitted to distributing between 50 and 150 grams of crack cocaine. HUTCHINS also agreed to forfeit $1,851 which he possessed when he was arrested, admitting it was drug proceeds.
HUTCHINS, who is in custody pending sentencing, faces a maximum penalty of 40 years imprisonment and a fine of $2,000,000.
The case was prosecuted by Assistant United States Attorney John C. Parr. The case was investigated by the Ohio Valley Drug & Violent Crime Task Force and the Drug Enforcement Administration. The Task Force consists of officers from the Wheeling Police Department, the Ohio County Sheriff’s Department, and the Drug Enforcement Administration.
