Three Moundsville Residents Enter Pleas of Guilty in Pill Conspiracy Investigation
WHEELING, WEST VIRGINIA - Three individuals entered pleas of guilty last week in United States District Court in Wheeling before Judge Frederick P. Stamp, Jr. for their roles in a pill ring.
United States Attorney William J. Ihlenfeld, II, announced that:
CARL WILLIAM “BILL” GODDARD, JR., age 49, and his brother, JOHN HARVEY GODDARD, SR., age 47, entered pleas of guilty to Conspiracy to Distribute Schedule II Controlled Substances from July of 2010 to June 12, 2012, in Moundsville.
ROY C. CROW, age 27, entered a plea of guilty to Distribution of Oxycodone on
February 13, 2012, in Moundsville.
CARL and JOHN GODDARD, who are free on bond pending sentencing, and CROW, who is in custody pending sentencing, face up to 20 years imprisonment and a $1,000,000 fine.
As part of a multi-agency investigation into drug distribution from a Moundsville residence, multiple controlled buys were made from the residence.
During a Federal search warrant conducted on residence on October 3, 2012, agents seized a variety of items demonstrating that the residence was used to distribute and use drugs. When officers stopped CARL GODDARD to arrest him, they seized $2,280 in drug proceeds, which will be forfeited to the United States as proceeds from the drug activity.
This case was prosecuted by Assistant United States Attorney John C. Parr and investigated by officers of the Moundsville Police Department, Marshall County Sheriff’s Department and the West Virginia State Police.
