The purpose of this administrative stay is to give the court sufficient ~ppodiunity to consider t h e merits of the motion for a stay pending appeal and should not be construed in any way as a ruling on the merits of that motion. See D.C. Circuit Handbook of Practice and Internal Procedures 32-33 (2002). It is FURTHER ORDERED, on the court's own motion, that the appellees (the plaintiffs below) file a response to the motion to consolidate appeals and a response to the motion for a stay pending appeal by 1O:OO a.m. on Monday, March 29, 2004.
