Upon consideration of Special Master Alan Balaran’s letter advising the court 
that he submitted his resignation to the district court effective April 5, 2004, and 
petitionerk letter of April 6, 2004 pursuant to Fed. R. App. P. 28(j), it is 
ORDERED that, within ten (10) days from the date of this order, petitioner show 
cause why the petition for writ of mandamus should not be dismissed as moot. 
Respondents may file a reply within seven (7) days after the response is filed. The 
response to the order to show cause and the reply may not exceed twenty (20) pages 
each. Petitioner’s failure to comply with this order will result in dismissal of the petition 
for lack of prosecution. SeA D.C. Cir. Rule 38. It is
