O R D E R 
Upon consideration of the parties' briefing proposal, it is 
ORDERED, on the court's own motion, that the federal defendants appealing in 
their official capacities shall file a single opening brief not exceeding 10,000 words, and 
defendant Gale A. Norton appealing in her individual capacity may tile an opening brief 
not exceeding 4,000 words. Plaintiff appellees shall file a single brief not exceeding 
14,000 words. The federal defendants appealing in their official capacities shall file a 
single reply brief not exceeding 5,000 words, and defendant Norton appealing in her 
individual capacity may file a reply brief not exceeding 2,000 words. 
The parties will be notified by separate order of the briefing schedule, oral 
argument date, and composition of the merits panel.
