This account
pays the cost of housing USMS detainees in non-federal facilities (i.e., state
and local detention facilities and contract jails). About 30 percent of USMS detainees
are held in these facilities. The total request will fund the costs associated
with approximately 10,603,381 jail days, or an average daily population of 29,050.
The request includes resources for the anticipated increase in jail days, and
hospital and medical services, including guard services, for the anticipated additional
detainees in 2002.
The 2002 request assumes an increase of 1,030,381 contract jail days above the 2001 appropriated level, about an 11 percent increase over 2001. This rate of growth is consistent with the growth of the past decade, and is the result of the overall increase in federal law enforcement (Border Patrol agents, DEA agents, etc.). This request takes into account additional detention capacity that is coming on line in the Bureau of Prisons. |
