Program Description
The General Legal Activities appropriation funds the establishment of litigation policy, conduct of litigation, and various other legal responsibilities, through the Office of the Solicitor General, the Tax Division, the Criminal Division, the Civil Division, the Environment and Natural Resources Division, the Civil Rights Division, the Office of Legal Counsel, Interpol, and the Office of Dispute Resolution. In addition, the General Legal Activities appropriation funds Legal Activities Office Automation, which provides mission critical legal and management tools through a highly reliable, functionally complete, and cost effective office automation system. LAOA participants include the litigating divisions, the United States Attorneys, the Executive Office for Immigration Review, the United States Trustees, the Community Relations Service, the Justice Management Division, and the Department's senior management offices.

Criminal Division - Counterterrorism/Cybercrime/Counterintelligence 27 15 $2,952
       

14 positions, 7 workyears (10 attorneys) and $1,180,000 are needed for CRM to continue coordinating the rising number of investigations and prosecutions of multi-jurisdictional national and international intrusion, denial-of-service, and virus cases. The increasing availability and evolution of new computer communications technologies world-wide, and corresponding increases in global sophistication, result in additional demands for CRM's expertise in the area of high technology crime and potential breaches.

7 positions, 4 workyears (3 attorneys) and $530,000 are requested to maintain the elevated pace of extradition and foreign legal assistance work associated with increasing collaborative efforts by intelligence and law enforcement communities. CRM is integrally involved in the ever-increasing number of U.S. multilateral and bilateral counterterrorism efforts and law enforcement agreement negotiations, including the process of establishing law enforcement relationships with the U.S.'s foreign counterparts for treaty implementation and enforcement agreements to expand international cooperation.

1 position, 1 workyear (1 attorney) and $197,000 are needed to fund training and translation needs associated with CRM's anti-terrorism financing program. CRM has provided substantial input and expertise to the interagency effort creating a training curriculum enabling other countries to better detect, deter and enforce laws against terrorist financing. These resources should also enable targeted countries to better assist the United States in U.S. investigations of terrorist financing.

4 positions, 2 workyears (3 attorneys) and $352,000 are requested for CRM to continue assisting the FBI with investigations involving foreign counterintelligence. Recent developments have required law enforcement to substantially increase its efforts relating to the prevention of terrorist plots against the United States. As a result, efforts in connection with investigations and prosecutions on behalf of countries known to sponsor terrorism and to illegally procure weapons and strategic dual-use technology from the U.S. have increased. Specifically, resources are needed to handle increases in espionage cases and high technology export violations.

1 position, 1 workyear and $693,000 are requested to provide increased network security and encryption for CRM's automated infrastructure, and to provide security upgrades to buildings with Division employees.

     
       
Civil Rights Division - Voting Enforcement/Civil Rights Prosecution/Disability Rights/Office of Special Counsel 30 15 2,000
       

5 positions, 2 workyears (5 attorneys) and $391,000 to implement the Attorney General's Voting Rights Initiative. These additional resources would be dedicated to implementing the Initiative, including enforcing voting rights, as well as education and outreach to state and local governments on the issues of voting reform.

12 positions, 6 workyears (7 attorneys) and $770,000 to implement the Attorney General's Initiative regarding enforcement of the Victims of Trafficking and Violence Protection Act of 2000. These additional resources would be dedicated to implementing the Initiative, including increasing prosecution of persons who violate the Act and outreach to local communities to promote awareness of the trafficking issues.

11 positions, 6 workyears (3 attorneys) and $683,000 to implement the New Freedom Initiative. These additional resources would be dedicated to implementing the Initiative, including expanding outreach to small businesses by developing ADA business guidance, increasing accessibility of electronic information technology and ensuring voting process accessibility to persons with disabilities.

2 positions, 1 workyear (2 attorneys) and $156,000 to enable CRT to increase its presence in businesses and other communities in order to prevent discrimination before it occurs. In addition, these resources will allow CRT to provide technical assistance to businesses who seek to comply with the law.

     
       
INTERPOL - Dues Increase ... ... 364
       
Additional resources are requested to increase USNCB's dues to INTERPOL. In 1999, six member countries, including the U.S., were asked to increase the percent of dues paid to INTERPOL to bring the contributions of poor countries in alignment with what they pay to other international bodies. The new international funding alignment increases the U.S.'s share gradually; by FY 2006, the USNCB will be paying approximately 13 percent of the total member country contributions. For FY 2002, the dues increase is $364,000.
