Federal Government agencies are required by 47 U.S.C. 903(d)(1) to make more efficient use of their radio spectrum. The National Telecommunications and Information Administration (NTIA) is implementing regulations that require all federal spectrum users to narrow by one-half, the bandwidth used to transmit radio signals by 2005 for Very High Frequency (VHF), and 2008 for Ultra High Frequency (UHF).
The program change for 2002 reflects a decrease of $100 million. The Department is evaluating emerging wireless technologies to identify the most cost-effective means of meeting Departmental law enforcement mission requirements. The Department does not intend to expend additional funds for Justice Wireless Network (JWN) deployment until the technologies and requirements are evaluated fully. For 2002, the requested base funds will be sufficient to cover the components' legacy operations and maintenance requirements, existing JWN pilot requirements, and program management activities.
