Program Description
The purpose of DEA's Drug Diversion Control Program is to prevent, detect and investigate the diversion of controlled substances from legitimate channels while, at the same time, ensuring that there is an adequate uninterrupted supply of chemicals and pharmaceuticals to meet legitimate needs.  DEA's Drug Diversion Control program has been delegated the responsibility for control of diversion, distribution, manufacture, and abuse of legitimate pharmaceuticals.  Pursuant to Public Law 107-395, diversion control registration fees were increased to recover the entire cost of the program, starting in 1994.  The FY 2003 program increase reflects revision of the fee structure and estimated projected receipt collections.  If the revised fee structure is not finalized and approved by FY 2003, DEA will adhere to the current fee structure and receipts collections anticipated.

DEA requests 133 positions, 66 workyears, and $24,616,000 to strengthen its enforcement capabilities to prevent, detect, and investigate the diversion of controlled substances, particularly OxyContin.  The resources being requested by DEA as part of the Diversion Control Fee Account will enhance the Internet Online Investigations Project, support a Controlled Substances Ordering System and Electronic Prescription System, and provide critical customer service support.
