1/ Funding for the Election Reform Program has not been included in Department of Justice (DOJ) and Office of Justice Program (OJP) totals because the Helping America Vote Act of 2002 authorizes the Election Assistance Commission to perform these activities. The Administration will include funding for the Election Assistance Commission in a 2003 budget amendment and in its 2004 budget request. Therefore, funding is excluded from DOJ and OJP 2003 and 2004 totals so that it is not double-counted.2/ OJP-administered programs that were previously under the COPS appropriation have been excluded from the 2003 and 2004 COPS totals and are reflected as individual line-items in both 2003 and 2004 to allow for the comparison of funding levels between the two years. 3/ Funding for the existing Hate Crimes Training and Technical Assistance Program ($1.238 million) will be combined with $3 million in new money for counterterrorism investigation and prosecution to fund a $4.238 million comprehensive training and technical assistance program to address both issues. 4/ $5 million is proposed to be moved from the Title V Program to Project Sentry so Project Sentry is funded from one place. The 2003 budget proposed to fund about $5 million of it from the Title V Program. 5/ Project Childsafe piece is shown as a separate line-item in 2003 and 2004 for comparative purposes. Information on Childsafe is found under the Improving the Criminal Justice System decision unit. 6/ Funding for Tribal Courts will be included in the Justice Assistance Grant Program in 2004 rather than as a standalone initiative. 7/ Funding for the DNA Backlog will be used to fund the comprehensive DNA initiative in 2004 that will address the backlog and DNA lab capacity. 8/ Funding for the Crime Lab Improvement Program will be used to fund the comprehensive DNA initiative in 2004 that will address the backlog and DNA lab capacity. 121
