| Prior to 2003, this account was responsible for paying the cost of housing USMS detainees in non-federal facilities (i.e., state and local detention facilities and contract jails). About 75 percent of USMS detainees are held in these facilities. In FY 2003, this funding is proposed for consolidation under the Department of Justice Detention Trustee. | ||||||||||||
