1. Secure Communications
The Department requests 5 positions, 3 FTE, and $8,333,000 for secure communications, including the institution of a Public Key Infrastructure (PKI) and an enterprise-wide, seamless IT infrastructure for electronically sharing, processing, and storing information classified at the Secret (S), Top Secret (TS), and Sensitive Compartmented Information (SCI) levels. PKI will provide for the authentication, encryption and nonrepudiation of electronic communications. A classified infrastructure will create a reliable and secure office automation system which allows attorneys, intelligence analysts, law enforcement officials, and managers the ability to exchange classified electronic data within and between components in real time. FY 2007 current services resources are 3 positions, 2 FTE and $11,000,000; total FY 2007 resources are $19,333,000.

2. Justice Consolidated Office Network (JCON)
The Department requests 3 positions, 2 FTE and $18,100,000 for the JCON Program, which provides a modern office automation system to multiple components using a common architecture throughout the JCON community. An increase in funding is needed to complete deployment to the Bureau of Prisons (BOP). Funds will be used to purchase the hardware, software, and services for the upgraded workstations, servers, and network infrastructure needed to effectively implement a modern office automation system. Additionally, funds will be used for improvements in the JCON "back-office" infrastructure to support Homeland Security Presidential Directive 12 and other security initiatives to enable information sharing across the Department. FY 2007 current services resources for this initiative are 7 positions, 6 FTE and $47,000,000; total FY 2007 resources are $65,100,000.

3. Unified Financial Management System
The Department requests 8 positions, 4 FTE and $25,000,000 for the Unified Financial Management System. This system will allow the Department of Justice to streamline and standardize business processes and procedures across all components, providing secure, accurate, timely, and useful financial and procurement data to program managers across the Department, and produce component- and Department-level financial statements. FY 2007 current services resources for this initiative are 6 positions, 3 FTE and $9,900,000; total FY 2007 resources are $34,900,000.
