Throughout the period, the number of persons in prison for violent offenses has been the highest, followed by those in prison for property offenses, drug offenses, and public order offenses. The number in each offense category increased throughout the period although some increased more than others.

The number or persons in prison for violent offenses increased from 1980 to 1999 (173,300 in 1980 to 570,000 in 1999.) From 1980 to 1982, the number increased. From 1982 to 1983, it dropped slightly. After 1984, the number continued to increase.

The number of persons in prison for property crimes also increased over the period (89,300 in 1980 to 245,000 in 1999.) The greatest annual increases occurred from 1980 to 1983. After 1983, the number continued to increase at a slower pace. In 1990 and 1992, the number increased slightly. The numbers increased by 9% in both 1994 and 1995. Since then, the number has increased by about 2% per year until 1998. From 1998 to 1999 the number increased by about 1%.

The number of persons incarcerated in prison for drug offenses increased 1100% from 1980 to 1999 (19,000 in 1980 to 251,200 in 1999). The number of drug offenders was almost the same as public order offenders in the early 1980s. From 1984 to 1990, the number of drug offenders increased dramatically, increasing by over 50% from 1988 to 1989 alone. By 1990, the number of drug offenders was similar to the number of property offenders. Since 1990, the number of drug offenders in prison has continued to increase but at a much slower rate.

The number of public order offenders in prison was almost 10 times larger in 1999 than it was in 1980 (12,400 in 1980 and 120,600 in 1999.) From 1980 to 1983, the number of public order offenders increased. From 1983 to 1984 there was a decline followed by a increase. Since then, the number of public order offenders has increased each year.
