The incarceration rate increased every year during the period. It rose faster in 1980 to 1982, followed by a slower increase until 1988. After a large increase from 1988 to 1989, the pace of increase slowed. After 1996 the incarceration rate increased about 4% annually. From 1998 to 1999, the incarceration rate increased by 3%. From 1999 to 2000, there was a 1.3% increase.
