The map shows West Texas and the surrounding area. The HIDTA encompasses Brewster, Crockett, Culberson, El Paso, Hudspeth, Jeff Davis, Pecos, Presidio, Reeves, and Terrell Counties. The transportation infrastructure includes two Interstate highways, I-10 and I-20; two U.S. highways, US-67 and US-90; two state highways, 17 and 54; El Paso International Airport; and three ports of entry, El Paso, Fabens, and Presidio. El Paso is a city with a population of over 250,000. Alpine, Fort Davis, Fort Stockton, Pecos, and Sierra Blanca are cities with populations of less than 100,000. Big Bend National Park lies in the southern portion of the HIDTA.

The map shows La Entrada al Pacifico as a proposed highway that will extend from Port Topolobampo on the Pacific Coast of Mexico through San Blas, San Rafael, San Pedro, Cuauhtémoc, Chihuahua City, Aldama, El Morrión, La Mula, and Ojinaga, Mexico, connecting to US-67 at the Presidio POE, and continuing through Alpine, Fort Stockton, Odessa, Midland, and Lamesa, Texas.
