STAFF DIRECTORS FOR COMPUTER SERVICES
AND TELECOMMUNICATIONS SERVICES SELECTED
WASHINGTON, D.C. -- Assistant Attorney General Stephen R.
Colgate, head of the Department of Justice's Justice Management
Division, today announced the selection of two Information
Resources Management staff directors.
Colgate named James E. Price as Director of the Computer
Services Staff (CSS) and David A. Bittenbender as Director of the
Telecommunications Services Staff (TSS).
Price, a 16-year veteran of the Department and 26-year
veteran of the computer industry, will oversee the operation of
two large DOJ data center facilities providing services to more
than 60,000 customers in 30 organizations around the world as
Director of CSS.
As Director of TSS, Bittenbender will be responsible for
planning, directing and managing the Department's data and voice
networks, and providing a broad range of telecommunications
services to department organizations and selected outside
organizations on a resource sharing basis.
"The selection of these highly qualified staff directors
completes and enhances JMD's IRM team, and will enable JMD to
provide in-depth support and technological expertise to
Department officials and component agencies in the ever-changing
computer and telecommunications fields," Colgate said.
Price and Bittenbender will report directly to Mark Boster,
Deputy Assistant Attorney General for Information Resources
Management.
Price began his career at Justice in 1979 as a systems
analyst with the Agency Assistance Service. He served as a
deputy director for three DOJ information technology
organizations prior to his assignment as Deputy Director, CSS, in
April 1994, and has been Acting Director, CSS, since October,
1994. Price has also worked in computer services for the U.S.
Army, the Computer Sciences Corporation, and the U.S. Navy.
Bittenbender joins Justice from the Environmental Protection
Agency (EPA), Raleigh, North Carolina, where he was responsible
for the policy and management of all aspects of EPA
telecommunications networks and services. During his tenure at
EPA, Bittenbender held three interagency chairmanships overseeing
a number of telecommunications projects. Prior to joining EPA,
he held several management positions in the industry and also
worked with the U.S. Naval Reserve and U.S. Air Force on a number
of engineering contracts.
