REACH SETTLEMENT FOR UNLAWFUL SUPPLEMENT OF FEDERAL SALARY


	The Department of Justice announced today that Dr. Luther S. Williams, Assistant
Director, Education and Human Resources, National Science Foundation, has agreed to pay
$24,900 to settle a civil suit by the government alleging that Dr. Williams supplemented  his
federal salary in the form of four honoraria.

The suit was filed today in U.S. District Court in Alexandria, Virginia.

Dr. Williams, 57, lives in Rockville, Maryland.  

	The civil settlement grew out of an investigation into Dr. Williams' acceptance of
honoraria for speeches that he presented at several universities and at a symposium sponsored by
a scientific research society.

	The government's complaint alleges that Dr. Williams' receipt of the honoraria violated
the law that prohibits federal employees from receiving a supplementation of federal salary (18
U.S.C.  209).

	Civil penalties are available under 18 U.S.C.  216 to sanction nonwillful violations of
Section 209.

	This matter was handled by the Criminal Division's Public Integrity Section.  The
investigation was conducted by the Office of the Inspector General of the National Science
Foundation.
