ANTHONY MOSCATO TO JOIN BOARD OF IMMIGRATION APPEALS

Washington, D.C. -- Attorney General Janet Reno announced the appointment today of Anthony C. Moscato to become the 16th Member of the Board of Immigration Appeals (Board). Moscato has been the Director of the Executive Office for Immigration Review (EOIR) since May 1994. He will be succeeded as Director by Kevin D. Rooney, the Assistant Director for Administration in the Bureau of Prisons (BOP) and former Associate Director of EOIR. Both Moscato and Rooney are expected to assume their respective new positions in January 1999.

Before coming to EOIR, Moscato served in a number of executive positions in the Department, including Director of the Executive Office for United States Attorneys, the Principal

Deputy Assistant Attorney General for Administration, and the Acting Inspector General.

He first joined the Department in 1974 as a Budget Analyst in the Office of Management and Finance, and became a Trial Attorney in the Tax Division two years later. He later served as Director of three Department management staffs in the Justice Management Division: Director of the Finance Staff, Director of the Evaluation Staff, and Director of the Property Management and Procurement Staff.

For his service in the Department, Moscato has earned numerous awards, including the Edmund Randolph Award, the Presidential Meritorious Executive Rank Award, the Attorney General's Medallion, and the Attorney General's Award for Distinguished Service.

Moscato is a graduate of Columbia University and the National Law Center of the George Washington University. He and his wife Deborah have two children: Charles, a junior at Virginia Tech and Emily, a freshman at George Mason University.
