Office of Justice Programs (OJP) 15_0402: 1) On March 6, 2009, the OJP, Bureau of Justice Assistance (BJA), announced the solicitations for the Recovery Act Edward Byrne Memorial Justice Assistance (Byrne/JAG) Grant Program for States and eligible local jurisdictions. The formula allocations for States and eligible local jurisdictions are also posted on the web pages. 2) BJA established a specific email address and toll free phone number for questions about the Recovery Act Byrne/JAG grant program. 3) The Office for Victims of Crime (OVC) posted on the OVC and OJP Recovery Act web pages the allocations for Victim Compensation and Victim Assistance programs for which States are eligible to apply. 4) OMB approved spend plan.
| OJP 15_0402: 1) Week of March 9, 2009, OJP will post the following Recovery Act solicitations: a) VOCA Victim Assistance Formula Grant Program; b) VOCA Victim Compensation Formula Grant Program; and c) the Internet Crimes Against Children (ICAC) Formula Grant Program for ICAC Task Forces.

Office of Violence Against Women (OVW) 15_0411: 1) Posted STOP formula grant allocations by State to the OVW website. 2) Frequently Asked Questions posted on OVW website March 3, 2009. 3) OMB approved spend plan.
| OVW 15_0411: 1) Will post Recovery Act STOP Violence Against Women Formula Grants solicitation; Recovery Act Grants to State Sexual Assault and Domestic Violence Coalitions solicitation; Recovery Act Transitional Housing solicitation; Recovery Act Grants to Tribal Governments solicitation; and Recovery Act Grants to Tribal Coalitions solicitation. 2) Will conduct conference calls with State administrators and State Coalition Directors. 3) Will send email blast to current Transitional Housing grantees and other potential applicants.

Community Oriented Policing Services (COPS) 15_0412: 1) Senior management from the COPS Office met with the OIG to discuss grant management issues for the COPS Hiring Recovery Program (CHRP) 2) The COPS office provided further information on COPS funding to small and rural jurisdictions. 3) OMB approved spend plan.

Office of Justice Programs Management and Administration (OJPM&A) 15_0421: 1) $2.5 million transferred to COPS 15_0421.

Office of the Inspector General (OIG) 15_0326: 1) The OIG held three meetings last week with officials from OJP, COPS and OVW to discuss best practices for improving the grant management process. We also reviewed and commented on draft guidance OJP is preparing to issue to grantees. In addition, on March 6, 2009, the OIG initiated a series of audits examining the oversight of Recovery Act funds received by the Department of Justice. The preliminary objectives of the audit work are to determine if Department components are properly managing Recovery Act funds in accordance with Recovery Act and Office of Management and Budget guidelines and sound grant management practices. The audit work will be performed in multiple phases throughout the grant-making and implementation processes, with sub-objectives related to each phase. This audit will involve ongoing audits in several Department components including, but not limited to the COPS, OJP and OVW.

Alcohol, Tobacco, Firearms, and Explosives (ATF) 15_0699: 1) ATF has loaded $1.7 M into the account for equipment and vehicle purchases for the Gunrunner teams and for the ATF personnel who will be assigned to Mexico. 2) OMB approved spend plan.
