LEGAL NOTICE
REQUEST FOR EXPRESSIONS OF INTEREST AND STATEMENTS OF QUALIFICATIONS FOR COURT- APPOINTED FEDERAL MONITOR POSITIONS
Pursuant to a Consent Decree and Judgment entered into between the United States of America and Local 14 of the International Union of Operating Engineers (“Local 14"), which was approved on July 28, 2008 by the Honorable Sterling Johnson, Jr., United States District Judge for the Eastern District of New York, and docketed with the Clerk of the Court on August 11, 2008, the Court will appoint an Ethical Practices Attorney and a Hearing Officer who will have certain monitoring responsibilities with respect to Local 14, as set forth in the Consent Decree and Judgment. Persons seeking to be considered for either position should submit written Expressions of Interest and Statements of Qualifications by no later than 5:00 p.m. on September 5, 2008, to the Office of the United States Attorney for the Eastern District of New York, 271 Cadman Plaza East, Brooklyn, New York 11201 (“USAO”), attention Assistant United States Attorney Richard K. Hayes.
An Expression of Interest and Statement of Qualifications must contain information which will enable the USAO to assess an applicant’s qualifications and ability to act as either the Local 14 Ethical Practice Attorney or Local 14 Hearing Officer. Specifically, an Expression of Interest and Statement of Qualifications should: (i) furnish a detailed description of the applicant’s background and experience in providing monitoring or equivalent services, especially for, or on behalf of, any local, state or federal government; (ii) identify key staff and describe the personnel and other resources that the applicant intends to utilize by providing resumes or histories of key staff and, if applicable, affiliated entities; (iii) identify any additional relevant expertise available to the applicant; and (iv) to the extent appropriate, provide an organizational chart that details the management and personnel of the applicant’s proposed monitoring team.
Persons or firms that have previously expressed an interest in serving as the Local 14 Ethical Practices Attorney or Local Hearing Officer, if still interested in doing so, must at this time submit their Expressions of Interest and Statements of Qualifications to the USAO, as provided above.
