July 31, 2007 - United States Attorney Patrick L. Meehan today announced the unsealing of a seven-count indictment* against James Magnum, a/k/a “Buckets,” Zireef McCloud, a/k/a “D-Nice,” and Kaseem Drayton, a/k/a “Jb,” charging them with distribution of cocaine base (“crack”), distribution of crack within 1000 feet of a school, and use of a juvenile to distribute crack.
The indictment specifically charges that: on or about June 12, 2006, Magnum
and McCloud distributed, and aided and abetted the distribution of, approximately
28.1 grams of crack; on or about June 14, 2006, Drayton and McCloud distributed
approximately 13.5 grams of crack; and, on or about June 16, 2006, Drayton
distributed approximately 27.7 grams of crack. The indictment further alleges
that the distribution of the crack on June 14 and June 16 within 1000 feet
of Harding Middle School, located at 2000 Wakeling Street in Philadelphia,
and Drayton used a juvenile to distribute that crack.
If convicted, Magnum faces a maximum sentence of 40 years imprisonment,
a mandatory minimum sentence of 5 years, at least 4 years up to lifetime
supervised release, and a multi-million dollar fine. If convicted, McCloud
faces a maximum sentence of 80 years imprisonment, a mandatory minimum sentence
of 5 years, at least 8 years up to lifetime supervised release, and a multi-million
dollar fine. If convicted, Drayton faces a maximum sentence of 280 years
imprisonment, a mandatory minimum sentence of 5 years imprisonment, at least
8 years up to lifetime supervised release, and a multi-million dollar fine.
This case was investigated by the United States Drug Enforcement Administration
(“DEA”) and is part of an joint city and federal effort to identify
and prosecute drug dealers operating in the Frankford section of Philadelphia.
