Defendant Took Photos of a Minor Girl With Concealed Cameras
He Had Placed in Her Residence

LUBBOCK, Texas — Charles Lloyd Williams, Jr., of San Angelo, Texas, was sentenced today by U.S. District Judge Sam A. Cummings to 10 years in federal prison for possessing child pornography, announced U.S. Attorney James T. Jacks, of the Northern District of Texas. Williams, 64, who has been on a personal recognizance bond, was taken into custody at the conclusion of the sentencing proceeding.

According to documents filed when Williams pleaded guilty, from early April 2009 through early May 2010, Williams took photographs and video images of Jane Doe with two concealed cameras that he had placed in her residence without her knowledge. Jane Doe found one of the cameras on May 5, 2010, which led to an investigation by the San Angelo Police Department. They subsequently located another camera in the residence.

During the execution of a search warrant at Williams’ residence, it was determined that he had been secretly recording photographs and videos of Jane Doe over a period of time. Williams copied some of the videos onto a computer disk which was found to contain images and videos of Jane Doe engaged in sexually explicit conduct. Williams manipulated some of the videos to pause the image during specifically graphic portions of the recordings.

This case was brought as part of Project Safe Childhood, a nationwide initiative launched in May 2006 by the Department of Justice, to combat the growing epidemic of child sexual exploitation and abuse. Led by United States Attorneys’ Offices and the Criminal Division's Child Exploitation and Obscenity Section (CEOS), Project Safe Childhood marshals federal, state and local resources to better locate, apprehend and prosecute individuals who exploit children via the Internet, as well as to identify and rescue victims. The case was investigated by U.S. Immigration and Customs Enforcement’s (ICE) Homeland Security Investigations (HSI) and the San Angelo Police Department.

Assistant U.S. Attorney Steven M. Sucsy of the U.S. Attorney’s Office in Lubbock, prosecuted the case.
