HOWARD COUNTY, TEXAS, MAN PLEADS GUILTY TO
According to documents filed in the case, Feaster, using the texting feature on his phone, initiated contact with an 11 year-old child. The child’s parent saw the texts, assumed the identity of the child, and after determining that Feaster’s intentions were inappropriate, authorized investigators with U.S. Immigration and Customs Enforcement’s (ICE) Homeland Security Investigations (HSI) to pursue the investigation. Investigators assumed the role of the child and in subsequent communications between Feaster and the person he believed was the child, Feaster discussed sexual matters and sent a sexually explicit photograph to the child. This case was brought as part of Project Safe Childhood, a nationwide initiative launched in May 2006 by the Department of Justice, to combat the growing epidemic of child sexual exploitation and abuse. Led by U.S. Attorneys’ Offices and the Criminal Division's Child Exploitation and Obscenity Section (CEOS), Project Safe Childhood marshals federal, state and local resources to better locate, apprehend and prosecute individuals who exploit children via the Internet, as well as to identify and rescue victims. The case is being prosecuted by Assistant U.S. Attorney Steven M. Sucsy of the U.S. Attorney’s Office in Lubbock, Texas.
