It is the duty of the Department of Justice to extend fair and humane
recognition to all victims affected 11 September, with the inclusion of gay
and lesbian partners and their biological or non-biological children.
Individuals who can prove mutual interdependence with those whose lives
were lost suffer equally with those who lost legal spouses, and deserve
neither the distress nor exclusion with which they are faced.
The Department of Justice would do well to imitate the state of New York in
providing relief for families without concern for their definition.
