Subject: 9-11 Compensation Fund

Dear Mr. Zwick:

I am writing in response to the Department's request for public comments regarding the forthcoming regulations for implementing and administering the "September 11 Victim Compensation Fund." I strongly urge the Department to draft regulations that ensure compensation is available to all victims of the attack, including the committed partners and the non-biological children of gay and lesbian victims.

My family was directly impacted by this terrible tragedy. We lost someone who was a wife and mother of 4 children. She was the primary "breadwinner" and her husband is a warehouse worker who now must carry on his life and provide for his family. I don't know how we would be able to do this with out compensation. The same is true for lesbian and gay families.

The loss and devastation is the same for any child or partner of a victim of this horrific event. They are all human being and families that need assistance in this most difficult of times. Have they not suffered enough already?

I also believe it is unconstitutional to not provide these benefits to gay and lesbian individuals. The law is this country is that "all men are created equal" and there is no clause there states that this is true only for anyone who is not gay or lesbian.

I sincerely hope that you will not add to this tragedy and will move to make sure that there is an equitable distribution of resources to ALL families and loved ones impacted by this event.
