Dear Mr. Zwick,

Through a recent email, I have been notified that the proposed September 11 Victim Compensation Fund is being written in such a way that would exclude the families of gay and lesbian victims from being compensated. I strongly encourage that the department revise the regulations in order to include these families. To exclude them would be an injustice and a violation of these citizens' civil liberties.

In a country whose leaders preach a decree of equal rights for all citizens, it should only be expected that citizens are treated in that same manner. The partners and non-biological children of the victims of the September 11 attacks feel no less pain or suffering because they were not part of a "normal" family. The gay and lesbian victims of the attack deserve the same respect as do the straight victims, and thus their loved ones should be compensated accordingly. Thank you for your time.
