Awards under this fund should NOT be reduced by collateral funds received. Families of victims should not be penalized for good insurance planning or an advantageous benefit package offered by an employer by having these types of funds reduce the compensation award from the Federal Government. Uniformed victims (firefighters and police) did not have their $250,000 payments reduced by the tremendous amounts of money that have come their way, so civilian victims should not have theirs reduced.
