Victims' Fund

The fund should award to September 11 personal injury victims and their families an amount that could reasonably be expected to be awarded in a suit brought against an airline for a major airline disaster, and these victims should then be prohited from suing the airlines.

Charitable funds for personal injury victims should not be used to offset the amount the government is paying, as long as the government is giving huge tax cuts to corporations and wealthy individuals.
