Victims Comp for Terrorist Acts

Hi,

The victims of terrorist acts whether Anthrax or bombing should receive monies irregardless to charity gifts, state programs, insurance monies, employer funds or actual income. If the government tries to use means tests then it really doesn't save money. It diverts the monies that could be going to the victims to the government workers and private consulting companies. Infact by the time you employ thousands of workers, lease buildings, purchase equipment/supplies and setup communications you could have paid the checks out at a lesser cost. Please keep in mind that the payout program should realize that the individuals lives where cut short and that some victims probably would have lived for another 30 to 40 years.
