San Diego Union-Trib says gov't invites comments

I was so relieved to hear about the generosity of Americans towards all victims of the WTC tragedy. One of my first thoughts was that it would allow our government to funnel funds towards fighting terrorists plus security at home, and that is the way it should be, in my opinion. What is distressing about the confusion of the charities involved towards dispensing that millions of dollars received is that they weren't smart enough to set up a central system PDQ - only those willing to fill out duplicate applications (which should be unnecessary if a data bank were shared) will receive help while others who are less aggressive will go wanting. The Red Cross is partly to blame here, stating initially that sharing info would be a breach of confidence for recipients. How stupid that sounds. Please let Americans help the victims while gov't money protects the rest of us.
