The charitable donations should be used first, with the government fund as
a backup buffer for the victims immediate family only. Immediate family is
wife, sons, daughters. While the parents, cousins, etc..., feel the loss,
they should not be compensated.
Particular attention should be paid to the Red Cross, which has collected
more than $547 million dollars, yet has only paid out 0.10 cents on the
dollar. This agency has a history of fiduciary irressponsibility. Tens of
thousand have donated to the Red Cross, only to find out that the bulk of
the donation is eaten up by salaries, perks, and administrative costs of
the Red Cross.
