Victim Compensation
I favor a cap of, perhaps, $100,000 on charitable contributions that
will not be considered collateral sources. Clearly, reasonable
charitable contributions were never intended by the donors to offset
government expenditures. To rule them so would create a severe
disincentive to charitable giving. That would not be in the public
interest.
