Why does the government have to be more misery to the victims of September 11th.

I will make my point simple. This comes from reading the article in today's Charlotte Observer

Why does the government have to be involved in the issuance of these funds to the victims? For this reason myself and a large number of people have stopped donating to large charitable organizations because of all the red tape and beaucratic mess. We have instead began to send funds directly to the victims by other means. Can you really place a monetary value on people's lives? Do you think giving excess funds to the familes will make their pain go away? How come the poor innocent victims who were not city or government workers have to be chastised by the government? And if they don't give it to the victims families, where will it go?
